Ballot Question Process |
Proposing or opposing ballot questions |
The biennial statewide elections in Massachusetts typically present voters with one or more ballot questions that propose new laws, constitutional amendments, or the repeal of existing laws. The 2022 election presented four such questions. This new program takes a behind-the-scenes look at how such questions come to be on the ballot and what makes the campaigns for and against the various proposals successful. The program is useful to anyone interested in learning more—from the vantage points of key players in the process—about how to propose or oppose ballot questions. |

NEAL QUENZER, the former Chief Staff Counsel for the Massachusetts Supreme Judicial Court, represents clients in federal and state appellate courts in a variety of subject areas, with special emphasis on Massachusetts matters. Prior to joining WilmerHale, Mr. Quenzer served for more than three decades in the Office of Chief Staff Counsel for the Massachusetts Supreme Judicial Court, including 20 years as the court’s Chief Staff Counsel. He was principal legal advisor for the Justices on all aspects of the court’s appellate business. Mr. Quenzer managed all aspects of the Chief Staff Counsel’s office, including its roles in supporting the Court’s selection of cases for direct and further appellate review, resolution of motions and other interim matters in pending cases, and preparation of full Court opinions and single justice decisions. He advised the Justices and other officers of the Court on a wide range of substantive and procedural matters in both full court and single justice proceedings. | ||
THOMAS O. BEAN is a litigation and bankruptcy partner in the law firm of Verrill Dana LLP in Boston. Prior to joining Verrill Dana, Mr. Bean spent over fourteen years in private practice. He also served as a Massachusetts assistant attorney general in the Government Bureau for over five years. In this position, he argued more than fifteen cases before the U.S. Court of Appeals for the First Circuit and the Massachusetts Supreme Judicial Court. Since then, he has continued to argue numerous cases before the Supreme Judicial Court. He has also tried many cases in the U.S. District Court, the U.S. Bankruptcy Court, and the Massachusetts Superior Court. He cochaired the bankruptcy section of the Boston Bar Association from 2002 to 2004. | ||
ANNE L. STERMAN is an Assistant Attorney General and the Deputy Chief of the Government Bureau in the Massachusetts Attorney General’s Office. In that capacity, Anne oversees the work of Assistant Attorneys General representing the Commonwealth and its agencies and employees in state and federal court in a variety of matters, including employment, civil rights, tort and contract matters as well as constitutional challenges and institutional reform litigation. Anne is an experienced litigator who has handled a wide variety of election-related matters at both the trial and appellate levels. She serves as the coordinator for the Article 48 process in the Attorney General’s office and has argued multiple Article 48 cases at the SJC. Anne is a graduate of the University of Michigan Law School and Wellesley College. | ||
MICHELLE K. TASSINARI is the First Deputy Secretary of the Commonwealth as well as Director and Legal Counsel of the Elections Division. She is a graduate of Brandeis University and New England Law. Ms. Tassinari is the state appointee to the Election Assistance Commission’s Standards Board, Member of the Bipartisan Policy Center Voter Registration Task Force, Advisory Board Member of the MIT, Election Data and Science Lab, Working Group Member of the Council of State Governments Overseas Voter Initiative, and Member of the Committee for Safe and Secure Elections. In 2020, she was named as one of 50 Top Women of Law by the Massachusetts Lawyer’s Weekly. Ms. Tassinari served as President of the National Association of State Election Directors from 2021-2022. | ||
HON. DALILA ARGAEZ WENDLANDT was appointed to the Supreme Judicial Court by Governor Charlie Baker on December 4, 2020. Prior to this appointment, she served as an associate justice in the Appeals Court from 2017 to 2020. Born in New Orleans, Louisiana, Justice Wendlandt graduated from the University of Illinois at Urbana-Champaign in 1991 with a bachelor of science in mechanical engineering and from the Massachusetts Institute of Technology with a master of science in mechanical engineering in 1993. While at MIT, she designed, manufactured, and developed the non-collocated control of a climbing robot. She then earned her juris doctor degree, with highest honors, from Stanford University Law School in 1996, where she was an article editor of the Stanford Law Review. Upon graduation, Justice Wendlandt clerked for the Honorable John M. Walker, Jr., of the U.S. Court of Appeals for the Second Circuit. |
