This handbook is designed to assist low-income residents and their advocates in understanding and navigating the universe of government-funded housing programs in Massachusetts. Topics include a description of each affordable housing program in Massachusetts, how applicants should manage the application process, how housing programs give priority to some applicants, when and why housing programs can turn down applicants, how applicants can challenge a denial of housing, and how applicants with disabilities can ask for reasonable accommodations. This handbook also contains chapters specifically devoted to tips for Section 8 voucher holders and the rights of immigrants regarding applying for different government-funded housing programs. The handbook is written in a question-and-answer format using easy-to-understand terms, and includes legal citations, a glossary, a directory of resources, and sample forms.
