This product combines the latest in sourcebook materials—statutes, regulations, and administrative resources—with a case digest summarizing selected 2023 decisions from the Bureau of Special Education Appeals (BSEA). The book's entire contents are downloadable, along with additional administrative materials and ten years of collected decision abstracts, for enhanced access and searchability.

      Highlights from the updates for 2024 include

      • amendments to the Massachusetts General Laws addressing
        • a new competitive grant program, Green School Works, that provides financial support to schools and school districts to promote clean energy and energy efficiency;
        • public collective bargaining agreements; and
        • limitations on grants approved by the Massachusetts School Building Authority;
      • amended regulations on professional licensing, virtual schools, and alternatives to student suspension;
      • a revised BSEA standing order on electronic filing;
      • recently issued guidance from the Massachusetts Department of Elementary and Secondary Education on accommodation for religious observances, the Problem Resolution System Office, services for homeless students, and the financial aspects of special education, and
      • summaries of fourteen BSEA decisions issued during 2023, addressing issues such as
        • the offer of a functional behavioral assessment when a student's alleged misconduct was found to be related to attention deficit hyperactivity disorder;
        • a municipality's financial responsibility for a student whose parents had moved out of state but for whom a guardian had not yet been appointed; and
        • various assessments of whether individualized education programs were affording students the free appropriate public education to which they were entitled.
