MCLE’s Juvenile Delinquency & Child Welfare Law Conference brings you a cohesive program that addresses current issues in the juvenile delinquency and child welfare practice areas, with a special focus this year on sessions that touch on matters that speak to practitioners in both areas of the law. Hear Chief Justice Amy Nechtem speak on the state of the Juvenile Court in Massachusetts and a group presentation from UTEC! UTEC, a community organization based in Lowell, is focused on igniting and nurturing the ambition of proven-risk youth targeting reducing recidivism and criminal activity, increasing employability, and increasing educational attainment.
Conference highlights include keynote speaker Professor Elizabeth Hinton, an associate professor of History and of African and African American Studies at Harvard. Professor Hinton has done extensive research on the persistence of poverty and racial inequality in the 20th century United States. Professor Hinton is also the author of From the War on Poverty to the War on Crime: The Making of Mass Incarceration in America. We are thrilled to include her in the discussion of how juveniles are impacted by poverty.
Our planning committee, comprised of representatives from DYS, DCF, CPCS YAD, CPCS CAFL, the Juvenile Court, and an expert in juvenile mental health, have designed a number of workshops for participants to choose from. Conference workshops include a focus on dually involved youth—72% of youth committed to DYS have also been involved with DCF. Another session tackles Fetal Alcohol Spectrum Disorders—85% of youth with a behavioral disorder and FASD are undiagnosed, misdiagnosed, and/or ineffectively treated. LGBTQ legal rights also are addressed with a speaker from GLAD. Other sessions focus separately on delinquency and child welfare issues to allow for a more focused conversation on issues unique to each practice area.
